A heat storage tank 7 having a heat accumulating material consisting of W and a water temp. controller 2 composed of a refrigerator 8 are provided. A city water flows into a coil like water pipe 16 from an inlet pipe 17 with a flow control valve 19 opened and becomes a cold water by exchanging heat with the water W. A water purifier 3 provided with an activated carbon filter and a hollow yarn membrane filter in a heat insulated cartridge is connected to an outlet pipe 18. The cold water purified by the water purifier 3 is passed through a water introducing pipe 36 to reach an ionized water generating device 4 for electrolyzing water. The ionized water generating device 4 is formed by arranging a 1st and a 2nd electrodes 38, 39 or the like in an electrolytic cell 37 having heat insulating property. For example, an alkali ionized water is supplied from a water supply pipe 44 in a cooled state.
