This water hammer-less opening device is configured of an actuator operation type valve formed in a fluid channel, an electropneumatic converting device for supplying a two-step actuator operating pressure Pa to the actuator operation type valve, a vibration sensor fixed to the upstream side duct of the actuator operation type valve so as to be freely attached/detached, and a tuning box for inputting a vibration detection signal Pr detected by the vibration sensor, and for outputting a control signal Sc to control the level of a step operating pressure Ps' of the two-step actuator operating pressure Pa to the electropneumatic converting device, and for making the electropneumatic converting device output the two-step actuator operating pressure Pa with the step operating pressure Ps' for turning the vibration detection signal Pr to almost zero according to the adjustment of the control signal Sc.
