To reduce operator's loads and to achieve operation of a water level management system in an unsteady state without depending on an experienced operator by acquiring weather information and river upstream information which are necessary in the unsteady state by data sampling means, performing simulation and comprehensibly guiding the simulated result to an operator.
Respective data of reservoir water level information 11, discharge gate opening information 12, hydraulic turbine generator output information 13, weather information 71, and a river upstream water level 72 are entered and stored in data storage processing means 81. Unsteady simulation operation means 82 outputs all of a predicted reservoir water level 54a, a predicted generator output 58 and a predicted gate opening command value 53a obtained in each fixed time within predetermined time. Data superposition processing means superposes respective data and outputs the superposed data as history data 83. Unsteady guidance processing means 84 performs graphic operation of these data and displays the graphic operation result on a human interface part 42 as unsteady guidance display data 86.
