To provide a water modifying means that eliminates the need for an electrical circuit, and dissolves an inorganic compound or the like to a hot water or the like with a compact configuration and low running cost, and to provide a water heater with the same.
The water modifying means 21 includes a water circuit 17, and a storage means 26 for storing the inorganic compound 25 that is powdery or granular, or a powdery or granular mixture, wherein the hot water dissolved with the inorganic compound 25 is adapted to flow out of the water circuit 17 and a storage volume of the storage means 26 is made ≥60 mL. Accordingly, the water modifying means can be provided which can dissolve the inorganic compound filled in the storage volume of the water modifying means with the compact configuration at low cost through a service life of the water modifying means.
