A water-permeable block base material 2, in which the incinerated ash 2a of granular and splinter-shaped incinerated residue obtained by thermally treating household waste such as garbage at a high temperature is kneaded by a polyurethane resin binder, and a surface rubber material 1, in which black chips 1a having size of approximately 3 mm obtained by grinding a waste tire at a low temperature and the gray chips 1b of a gray virgin rubber are mixed by the binder, are charged into forms and pressed and molded, and the water-permeable pavement block having water permeability and the two layers of a block base layer 4b and a water-permeable surface rubber layer 4a is manufactured.
