To improve a function of a pavement surface by forming the water-permeable pavement surface with a base layer made of water-permeable blocks and a surface layer made of water-repellent soil cover grains or natural aggregate grains.
Water-permeable blocks 1 solidified with construction wastes, cement and a hardening agent are spread at an execution site removed with surface soil, water-permeable mortar 4 is poured to fill the gaps between the blocks 1, and an installation base layer 2 is formed. The upper face of the base layer 2 is covered with water-repellent soil cover grains or natural aggregate grains made of a mixed material of gravels and sand soil to form an installation surface layer 3, and sand 5 is scattered on the surface layer 3 to improve the external appearance as required. Rainwater passes through the sand 5 and layers 3, 2 and infiltrates deep into the ground during a rainfall. Puddles can be prevented from occurring on the pavement surface, the rooting and growing of weeds can be suppressed because no moisture is retained to the fixed depth from the pavement surface, and the proper tread pressure equal to that of the natural ground surface can be realized by the installation surface layer 3.
