This water-reducing agent comprises at least one selected from (A) a hydroxycarboxylic acid or its salt, (B) a copolymer of acrylic acid, etc., or this salt [having 103 to 5×105 weight-average molecular weight (hereinafter referred to as molecular weight)], (C) a copolymer of (a) acrylic acid, etc., and (b) an alkyl acrylate, etc., having a 1-8C alkyl group or its salt (having 103 to 5×105 molecular weight), (D) a copolymer of the component (a) and (c) maleic acid, etc., or its salt (having 103 to 5×103 molecular weight), (E) a copolymer of (d) acrylic acid, etc., and (e) styrenesulfonic acid, etc., or its salt (having 103 to 3×105 molecular weight), (F) a copolymer of the components (d), (e) and (b) or its salt (having 103 to 5×105 molecular weight), (G) calcium ligninsulfonate, (H) a melamine sulfonate-formalin condensate (having 103 to 3×105 molecular weight) and (I) a formalin condensate of sodium naphthalenesulfonate (having 103 to 3×105 molecular weight).
