PROBLEM TO BE SOLVED: To provide a coating agent for forming a water repellent film generating no perfluorooctanoic acid (PFOA) which shows bioaccumulation potential and exhibiting equivalent or more repellency to the case when using a fluorine alkoxysilane compound having a C8 or more perfluorooctanoic group (Rf group).SOLUTION: There is provided a water repellent and oil repellent composition containing an imperfect condensation product Pcontaining a unit a derived from a compound α represented by the formula (1) and further imperfect condensation product Pby condensation of a compound β represented by the formula (2) with a percentage content aof the unit a contained in the imperfect condensation product Pand the percentage content aof the unit a contained in the imperfect condensation product Psatisfying a relationship of the mathematical formula (1). Formula (1): Rf-Y-A-Z-SiX, where Rf is a C1 to 6 Rf group, Y is an alkanediyl group, A is a connecting group, Z is an alkanediyl group, X is an alkoxy group. Formula (2):R-SiX, where R is an alkyl group. Mathematical Formula (1):a/a≥2.
