To obtain the subject composition which can exhibit excellent downpour durability and abrasion resistance and is useful for imparting the excellent water-repelling and oil-repelling property to fibers and fiber products by formulating specific polymer particles, a surfactant and a specific aqueous medium.
This water-repelling and oil-repelling agent composition comprises (A) polymer particles, (B) a surfactant such as a nonionic surfactant, and (C) an aqueous medium which comprises (i) water solvent alone or (ii) a mixture of water with an water-soluble solvent. The polymer particles A contain (i) two or more kinds (fluorine contents are different) of copolymers which comprise polyfluoroalkyl group-having (meth)acrylate polymer units and the polymer units of a hydroxyl group-having polymerizable monomer (preferably 3-chloro-2-hydroxypropyl methacrylate) having a solubility of ≤10 g in 100 L of water at 25°C, or (ii) one or more kinds of the component (i) and one or more kinds of polymers except the having (i) in one particle.
