To provide a water retaining block with excellent water-absorbing and water-retaining properties and strength, which is manufactured at a low cost.
The water retaining block is formed of a hydrated hardened body which mainly includes: an aggregate made of a steel slag; a water retaining functional material made of inorganic powder; and a hydraulic binding material, and is obtained by hydrating and curing the mixture, serving as a raw material, containing the water retaining functional material and the hydraulic binding material in a specific ratio. By retaining the water in air holes (gaps) formed among particles of the water retaining functional material, the water retaining function is exerted. As the water retaining functional material is exposed to a block surface, and continuous air holes are formed from the block surface to the its inside, a high water-absorbing property is provided. By optimizing the composition of the raw material, excellent strength is provided.
