This water holding pavement structure 1 comprises a water storage layer 5 having an impermeable water sealing layer 2 laid down on a road bed 3 and block-shaped water retaining members 5a with internal spaces laid down on the upper surface of the water shielding layer 2 which are combined with each other, a water diffusing layer 6 formed of a fiber material laid down on the upper surface of the water storage layer 5, a water retaining layer 7 formed of a permeable water retaining pavement material laid down on the upper surface of the water diffusing layer 6, and a water raising member 6a laid down in the water storage layer 5, having a lower end part reaching the bottom part or near the bottom part of the water storage layer 5 and an upper end part formed of fiber material connected to the water diffusing layer 6.
