PROBLEM TO BE SOLVED: To provide a water retentive filler which can sufficiently exhibit water discharging performance as its characteristic function while imparting water retentivity to a pavement body consisting of water dischargeable asphalt or water dischargeable concrete, and to provide a production method therefor or the like.
SOLUTION: The water retentive filler for filling the void parts of a pavement body consisting of water dischargeable asphalt or water dischargeable concrete comprises a hydraulic material, water retentive inorganic powder, water, and a foaming agent, and is foamed by a foaming means.
