To cut off water at a damaged part of a waterproof layer by scattering a specified quantity of powdery and granular highly water-absorptive polymer between a sheet-form base material and a cover sheet and joining both sheets.
A highly water-absorptive polymer 13 of 200-3000 g/m2 is scattered on a nonwoven base material sheet 12 and the upper face thereof is covered with a nonwoven cover sheet 14. The fiber of the sheets 12, 14 is entangled together by a needle punch to closely attached to each other to constitute a water shielding sheet 11 loaded with a highly water-absorptive polymer powdery material 13. On applying this sheet, an impervious sheet, the water sealing sheet, and a waterproof sheet are laminated and laid in this order on a ground such as a storage hole in a waste disposal field or the like. When a through hole opens in the water proof sheet, the water shielding sheet 11, and the impervious sheet 11, the highly water-absorptive polymer 13 in the water shielding sheet 11 cuts off leakaging water and thereafter as the highly water-absorptive polymer 13 goes on swelling, water is cut off semipermanently. In this way, maintenance of the water shielding sheet is not required and water is securely cut off.
