To provide a water-soluble resin composition with its viscosity not markedly increased and giving a coating film excellent in gloss at the practical concentration level, for instance at a concentration level of about 30-45 wt.%, even when the organic solvent content is reduced or completely abolished.
The water-soluble resin composition comprises a water-soluble resin having an acid value of 60-200, and water. In the preparation of the composition, the water-soluble resin is prepared by the emulsion polymerization of 5-60 wt.% of the carboxy group-containing radical-polymerizable monomer described by formula (A) and 40-95 wt.% of a radical-polymerizable monomer copolymerizable with the carboxy group-containing radical-polymerizable polymer described by formula (A). The emulsion polymerization proceeds in an aqueous medium, and the product is then neutralized by a basic compound.
