To provide a water surface floating shelter which is resistant to damage, rarely allows a buoyancy body to contain water even when there occurs flooding within the shelter, is capable of restoring an original posture even when reversed owing to exposure to raging waves on the water surface, is recyclable and also takes the environment into consideration.

A water surface floating shelter 1 adopts the following means. Firstly, an internal frame and a shell plate 4, both made of iron, are employed; a buoyancy body 5 made of styrene foam is arranged inside; the configuration is nearly cylindrical; and a hollow indoor space 2 is provided. Secondly, the buoyant force of the buoyancy body 5 is greater than the total weight in the boarding and full-loaded state of the water surface floating shelter 1, and a center-of-gravity adjustment plate 7 is arranged on the bottom surface so as to always secure positive stability of the water surface floating shelter 1 on the water surface. Thirdly, the water surface floating shelter 1 is provided with an upper-surface opening and shutting door 8 and a side-surface opening and shutting door.
