To prevent the generation of rust of a steel material to which a water-swelling composition is applied without lowering friction reducing characteristics.
A water-swelling friction reducing composition is obtained by adding 140 parts of toluene to 614 parts of ethylene-vinyl acetate copolymer resin elastomer solution, adding 224 parts of carboxymethylcellulose sodium and then 12 parts of alkylnaphthalene sulfonic acid barium/carboxylic acid barium salt complex (Kusumoto Chemicals, NA-SUL BSN-HT) and 10 parts of particulate silica as a rust inhibitor while agitating them by a dissolver, and sufficiently agitating them. The composition is applied to an iron flat bar in the film thickness of about 1 mm and dried, then it is put in a container, mortar is injected and solidified, and when a pull-out test is conducted after one month, it is easily pulled out. While the generation of rust is not recognized on the flat bar, rust is recognized in a comparison example of not adding the rust inhibitor in the same composition.
