PURPOSE: To display a water stopping effect at its maximum, by a method wherein high-water-absorption resin or a high-water-absorption rubber composition and a synthetic resin film or woven fabric or nonwoven fabric having a through part but no water swelling properties are laminated alternately and the water-absorption resin or the rubber compositions are connected with each other at the through part.
CONSTITUTION: A synthetic resin films or woven fabric or nonwoven fabric having a through part 3 but no water swelling properties are laminated alternately and water swelling materials 1 are connected with each other at the through part 3. In relation to the through parts 3, when a material is the film, it is good to form the through hole and when it is the woven fabric or the nonwoven fabric, it is good that air gaps among fibers are used as the through holes. When the water swelling material 1 and a material 2 not having water swelling properties are laminated, the water swelling materials 1 are laminated and connected with each other, the water selling material 1 is swollen selectively only in the direction of a thickness. In relation to swelling of a widthwise direction, the same is controlled by the material 2 not having the water swelling properties, which results in a matter where only in two dimensions of a thicknesswise direction is swollen and extremely efficient action is displayed as a water stopping packing.
