To provide a water treatment apparatus and a water treatment method by which removing efficiency of oxygen dissolving in water to be treated can be improved.
A ballast water treatment apparatus 1A is equipped with a ballast tank 3 and a microbubble feeding means 18 for feeding microbubbles of gaseous nitrogen to ballast water stored in the ballast tank 3. In the apparatus 1A, the microbubbles of gaseous nitrogen is fed to the ballast water in the ballast tank 3. The microbubble is an ultra-fine bubble and a contact area with the ballast water is very large. Further since a bubble diameter of the microbubble is very small, growth of the bubble diameter by mutual bond is suppressed and floating up speed is small and residence time is long. Consequently oxygen dissolving in the ballast water can be effectively removed to improve oxygen removing efficiency.
