The pumping water wheel, which is provided with a sponge which is a hollow assembly formed in a successive saw-tooth shape along the surface of an outer peripheral circle of the water wheel, attains pumping function even in a small water quantity and at a low water level through the utilization of water-absorption property of the sponge and displacement of a shape or the like associated with water wheel rotation.
