The watermark applied image compression apparatus comprises a watermark embedding unit 1 for embedding an embedding information Ia into a references image A and outputting a reference image Aw containing a watermark, a watermark embedding unit 2 for embedding an embedding information Ib into a similar image Bi similar to the reference image A and outputting a similar image Biw containing a watermark, a subtractor 3 for subtracting the references image Aw containing the watermark from the similar image Biw containing the watermark, and outputting a difference image Biw-Aw, a compress unit 4 for encoding the references image Aw containing the watermark and outputting a compressed references image 5, and a compress unit 6 for encoding the difference image Biw-Aw and outputting a compressed difference image 7.
