An overhanging section 220 of a reinforcing sheet 200 overhanging from an outer peripheral section 150E of a fixing member 150 are bonded to the waterproof sheet 100, and therefore, a concentration of a peeling force acting on the outer peripheral section 150E of the fixing member 150 when the waterproof sheet 100 is blown by negative pressure caused by a strong wind such as a storm is suppressed. As a result, the waterproof sheet 100 is prevented and suppressed from being separated from the fixing member 150 and from being ruptured starting from the outer peripheral section 150E of the fixing member 150. That is, the reliability of the waterproof sheet 100 is improved. Because the fixing member 150 and the reinforcing sheet 200 are bonded to the waterproof sheet 100 after the waterproof sheet 100 is covered, the work is drastically facilitated. Thus, the reliability of mechanical fixture of the waterproof sheet 100 is improved while suppressing the complication of the fixing work of the waterproof sheet 100.
