PURPOSE: To improve workability by forming a coating composed of a paints which is the compound of inorganic powder and acrylic acid group resin paint onto a surface on the heat-insulating layer forming side of a impermeable sheet as a waterproof sheet.
CONSTITUTION: A water permeable sheet 3 is bonded partially 4 with a surface on the primary lining concrete placing side of an impermeable sheet 2. A coating 5 consisting of a paint which is the compound of inorganic powder and acrylic acid group resin paints is shaped onto a surface on the heat-insulating layer forming side of the sheet 2, thus forming a waterproof sheet 1. The waterproof sheet 1 is stretched so that the water permeable sheet 3 is abutted against a concrete 7 wall surface on the primary lining concrete 7 wall surface placed on a bedrock 6. A heat-insulating layer 8 made up of a foamed resin is shaped onto the coating 5, and secondary lining concrete 9 is placed on the heat- insulating layer 8.
