The implanting sheet 3 and the cement material 2 are joined, and the sheet 3 has a constitution in which a web sheet, in which high-molecular resin short fibers in a length from 10 to 100 mm are implanted to a span-bond nonwoven fabric, is heat-bonded on the surface of a core-material film composed of a impermeable resin. "A resin layer" composed only of a resin and having impermeability, "a non-anchor layer", in which the short fibers 1 of the sheet 3 are not constrained by the cement material and which exists under a moved state when the layer receives tensile stress, "an anchor layer", in which the short fibers 1 of the sheet are constrained by the material 2, and "a cement layer" composed only of the cement material 2 are formed from the implanting sheet side in the joining section of the sheet 3 and the material 2.
