A voltage waveform is inputted through a signal input recording part 1, undergoes A/D conversion and is transferred to a mass record medium 2a and voltage waveform data are recorded in a subscriber cable section (U point) of a line terminating device 20 or a bus wiring section (T point). An analysis processing part 4 compares the transferred data with the difference between a reference waveform based on an ITU-T recommendation, and a layer 1 analysis is performed. Also, the part 4 converts it into a digital signal, a framing bit is retrieved, a bit string is divided in a frame unit and an INFO trace that traces an INFO signal time sequentially, layers 2 and 3 and protocol analysis are performed.
