A basic unit 510 comprises: a demultiplexer 512 connected to an input port 511; 1(m+1) switches 513 prepared for respective wavelengths; m pieces of output ports 515; multiplexers 514 respectively connected to the output ports 515; and an expansion output port 516. An expansion unit 520 comprises: expansion input ports 521; 1(m'+1) switches 523 prepared for respective wavelengths; multiplexers 524 respectively connected to m' pieces of output ports 525; and an expansion output port 526. Signal light beams are divided into respective destinations for respective wavelengths by the switches 523. The respective units are connected in such a way that the basic unit is connected to the first stage, and the expansion unit is connected to the cascade via an expansion input port group and an expansion output port group including a plurality of ports.
