To construct a system capable of easily creating broadcast programs and contents even by a general person, and to broadcast the produced programs and video images by opening a web broadcasting station on the Internet.

A metadata server, a content storage server and a copyright management server are connected to an archives network. Further, a database network system is constructed for contents that existing broadcasting stations own, a database with programs stored therein, and content providers such as film companies and publishing companies. A content creator and a video producer access these databases to create programs and movies with word processor feelings. Video images and contents required by a viewer and a client are speedily produced and distributed to the client and the viewer from a broadcasting site provided on the Web.
