Because a second lock pawl 50 interferes with a wire 94, a rotation of a second lock base 38 in a drawing direction caused by the second lock pawl 50 is not strained until energy absorption by deformation of the wire 94 is completed. Thus, energy absorption by twisting a torsion shaft 26 is performed after the energy absorption by the deformation of the wire 94 is completed. Because the torsion shaft 26 and the wire 94 are arranged so that they are shifted in the radial direction of rotation of a spool 18, a degree of freedom in setting of a length of the torsion shaft 26 is improved, and a degree of freedom in setting the energy absorption by the torsion shaft 26 is increased.
