In an welfare network system, a server 2 which has a master- storage part 31a storing an welfare master 33 including welfare-system items whose contents each can be set, a program-storage part 41 that stores an welfare-designing program 44 which calls up the welfare master stored in the master-storage part, selects the welfare-system items individually to set their contents and produces an welfare-system file peculiar to each of the administrators and an administrator data-storage part 31b which stores the welfare-system file is connected with the terminal 5 of the administrator and/or terminal 4 of the user belonging to the administrator via a communication network 1.
