To effectively remove residual developer on the respective surfaces of a belt type photoreceptor, an intermediate transfer roller and a fixing roller by one cleaning roller by comparing and setting the sticking force of the surface of the cleaning roller, the surface of the intermediate transfer roller and the surface of the photoreceptor to the developer.

The sticking force of the surface of the intermediate transfer roller 6 to the developer 11 is set to be stronger than that of the surface of the belt type photoreceptor 2 to the developer 11. In an image forming stage, the developer 11 sticking to the photoreceptor 2 is shifted to the roller 6 due to the difference of the sticking force. Next, the sticking force of the surface of the cleaning roller 10 to the developer 11 is set to be stronger than that of the roller 6 to the developer 11. The developer 11 shifted to the roller 6 and the developer 11 remaining on the roller 6 in the image forming stage are shifted to the roller 10 abutting on the roller 6.
