A pericarp treating device 1 is equipped with a treating vessel 3, a hot air supply part 5 and a agitating member 7. A pericarp can be inputted into the treating vessel 3. The hot air supply part 5 can generate hot air and supply the hot air into the treating vessel 3. The agitating member 7 has a rotary shaft 33 and blade members 35 provided on the circumference of the rotary shaft 33, and is arranged rotatably in the treating vessel 3 so that the rotary shaft 33 is faced to the horizontal direction.
