Provided is the wettability varying substrate which has, on the substrate, the wettability varying layer, which is exposed in the presence of a photo initiator, and contains organopolysiloxane as a co-hydrolytic polycondensate obtained by using (A) one or more kinds of organopolysiloxane precursor represented as YnSiX(4-n) (where Y is an alkyl group, a fluoroalkyl group, or a substituent containing them, X is an alkoxyl group, an acetyl group, or halogen, and the subscript (n) of Yn and (n) in the subscript 4-n of X(4-n) is an integer between 1 and 3), and (B) an amorphous silica precursor represented as SiX4 (where X is the same above) in mass proportion of (A)/(B)=1/0.1 to 1/20.
