The wheel cover 4 or the vehicle wheel 3B has a bowl-shaped outer surface 4a or 3b having a rotation center 4a1 or 3b1 which is on the outermost side in its cross-sectional shape, and is provided with a plurality of fins 4b which radiate into the rotation center 4a1 or 3b1 in the outer surface marginal part 4a2 of the wheel cover 4, or in the outer surface marginal part 3b2 of the vehicle wheel 3B, and are arranged at intervals in the rotation direction of a tire.
