To provide a metal or a resin material having a surface being bright treated and appearance near to electric chrome plating and with a gentle and high-class impression, and also having excellent corrosion resistance and resistance to ductility, and also to provide a bright treating method thereof.

In a wheel made of a light alloy having a surface being bright treated, comprising: a wheel 10 made of a light alloy having micro irregularity 11 formed in a surface 10a; a resin film 12 formed on the surface 10a of the wheel 10 made of a light alloy; a film 14 of a titanium alloy formed on the resin film 12 and having chrome-plated appearance; and transparent resin film 16 formed as a protection layer on the film 14, the resin film 12 with thickness of 10-40 μm formed through thermosetting reaction by using acrylic resin or polyester resin to which a colored pigment is added as a base resin and melamine resin as a cross linking agent is provided.
