To provide a wheel turning device of a bogie car capable of shortening a time necessary for changing the direction of a body, increasing an operating efficiency, reducing the sizes of the structures of a jack and a bogie, increasing the service life of mechanical parts, and safely turning wheels even on a sloped floor surface.

In this wheel turning device 10 comprising a turning mechanism 40 for turning wheels 23 and a lifter 30 for lifting the body in the bogie car comprising a bogie 20 having a body and a plurality of wheels 23, the lifter 30 is installed between the wheels 23 of the bogie 20 adjacent to each other and, when the wheels 23 are turned, the body is raised by the lifter 30 to a height where only the self-weight of the wheels 23 and a part of the weight of the body are applied thereto. Thus the tires of the wheels 23 can be prevented from being worn, and air is prevented from leaking out of the tires of the wheels 23 to shorten the time requiring for turning of the wheels 23 so as to increase the operating efficiency.
