By providing a first tool 22 equipped with a columnar opening part 21 thereinside, a bar-like second tool 23 having a rounded tip end 24, and an introduction hole 20 provided between the first tool 22 and the second tool 23 are arranged on one straight line. By pressing the tip end 24 toward the inside direction of the opening part 21 into the introduction hole 20, expansion of the introduction hole 20 and extension of the peripheral edge of the introduction hole 20 toward the inside of the opening part 21 are performed, and a projection part 25 is formed extended from the introduction hole 20 to the inside of the opening part 21 to obtain a communication hole 5.
