Since the hook 50F already locked to the wheelchair 60 can be swung to a service bar 40 (manipulator), twist is not generated between the locked hook 50F and the wheelchair 60 at the time of tilting the service bar 40 vertically and horizontally in order to lock the other hook 50R. Since the posture of the hooks 50F and 50R is stabilized by a spring 29 (energizing means), wobble is not generated. Since the spring 29 for holding the slidable hook 50F at a standby position is provided on the winding device 20 of a platform 10 (floor), the service bar 40 is made light in weight, and the operation of locking the hooks 50F and 50R by holding the service bar 40 is facilitated.
