To solve the following problems: there is the risk of dropping a flashlight from a hand, and the hand holding the flashlight is occupied, while a problem is caused on safety by conventional illumination by the flashlight.
An illumination whose light source is an LED or an EL light emitter is provided on the back surface side of a foot plate where a user of a wheelchair puts on both feet or one foot while traveling, one side face of the foot plate is formed into a curved surface having a predetermined curvature or an inclined surface having a predetermined angle relative to the front and back surfaces of the foot plate, and the light source desirably by the LED is embedded in the one side face. In the illumination device and illumination system 240A, 240B, the light source and operation parts 60A, 60B for lighting and putting-out provided on the predetermined parts of a wheelchair body are connected by electric wiring or the like provided along a frame configuring the vehicle body of the wheelchair. By the illumination device and the illumination system, a foot part around the foot plate become bright and safety when getting on and off the wheelchair and while traveling is improved.
