Common personal specification certificate information is registered in a wheelchair terminal 3, a registration machine 5 and an institution terminal 4 respectively. When the user 1 of the wheelchair terminal 3 uses a desired institution, biometrics information is input in the wheelchair terminal 3 and then, the wheelchair terminal 3 automatically executes the collation on whether the user is an identical person or not. Consequently, when the user is determined as the identical person, the personal specification certificate information of the identical person is transmitted to the institution terminal 4, and the institution terminal 4 automatically preferentially treats the wheelchair terminal 3 in compliance with preferential treatment information of the personal specification certificate information associated with the personal specification certificate information.
