To provide a white and color photoexcitation luminescent sheet that absorbs part of light emitted from a light source having a single ultraviolet ray (UV) or single blue wavelength to emit light of a wavelength different from that of the emitted light and to transmit the remainder of the light emitted from the light source; and to provide its manufacturing method.

In the white and color photoexcitation luminescent sheet and its manufacturing method, the sheet includes a substrate 10, the light source formed on the substrate, and a photoexcitation luminescent layer 20 exciting and dispersing the light emitted from the light source with white and color photoexcitation luminescent substances. The photoexcitation luminescent layer is manufactured by: spinning a liquid solution of the white and color photoexcitation luminescent substances, a base polymer and a solvent to form an ultra-super fine composite fiber layer; and thermo-compressively bonding the ultra-super fine composite layer to shape into a uniform sheet.
