To enable efficient conversion of strong winds generated around the buildings to electric energy and improve power generation efficiency by controlling the wind flow around the buildings, generating a strong wind region around the buildings necessary for wind power generation, and establishing one or a plurality of wind power generators in this strong wind region.
A space between buildings 1, that is, the width of a strong wind region 2 is set such that the dimensions enable a wind power generator 3 established in this strong wind region 2 to operate without stoppage. In addition, regional characteristics and the height, width, and shape of the buildings 1 are taken into consideration to determine optimum wind speed for the wind power generator 3. Also, the shape of buildings 1 are set such that optimum wind force is generated for the wind power generator 3 between the buildings 1 according to the height and width of the buildings as well as the spacial relations between the buildings 1. That is, the plurality of buildings 1 are arranged such that as much wind as possible flows in between the buildings 1, preferably in a funnel shape or the like. The power generated by the wind power generator 3 is then consumed by the buildings 1.
