PURPOSE: To make it possible to operate a winder upto the maximum specified winding roll diameter in any case by operating the area of overwinding which occurs during deceleration of a winding roll and then operating the area corresponding to the maximum specified roll diameter thereby operating the deceleration starting timing.
CONSTITUTION: A rewind roll diameter operating unit 9 operates the thickness of paper based on the rewind roll diameter which is operated every moment. An operating unit 15 then operates the area C of overwinding of a winding roll, which occurs during deceleration after provision of a stop command before stoppage, based on the paper thickness, a deceleration time set by a deceleration time setter 10, and a winding speed set by a winding speed setter 17. An operating unit 12 then operates the area A of roll diameter DMAX m2 set by a maximum winding roll diameter setter 16 and a command for stopping the winder at the roll diameter DMAX is inputted thus determining the deceleration starting diameter by subtracting the area C from the area A. Deceleration is started at a time point when such a diameter is reached.
