The rewinding at the time t and the winding cross section are compared to one another so as to determine the size of the cross section, and when the current and the previous N time paper thicknesses are of the same and that there is a deviation between the rewinding and winding areas in a discrimination circuit 30, it is judged that the winding rigidity is changed at a winding roll 8, while the deviation amount between the rewinding and the winding areas is determined as the winding rigidity correction signal of the winding roll 8, which is added to the winding torque signal of a front drum 15.
