PURPOSE: To contribute to the danger prevention as well as to make an advartisement paper and the like difficult to stick, by installing a winder made by arranging billsticking prevention parts by cut piles, and danger alarm parts by loop piles alternatively on a utility pole.

CONSTITUTION: Billsticking prevention pile threads 21 and 21 are woven to a base sheet 1 to form numerous cut piles 22 and 22, so as to provide billsticking prevention parts 2 and 2. And danger alarm pile thread 31 is woven to the base sheet 1 to form numerous loop piles 32, so as to provide danger alarm parts 3. The danger alarm pile threads 31 are composed of a yellow or about a yellow threads, and a light reflecting thread. And the billsticking prevention parts 2 and the danger alarm parts 3 are arranged alternatively to form a winder of a parallel slit design, which is installed on a utility pole by winding of fitting. As a result, an advertisement paper and the like are made difficult to stick by the lavel preventive parts 2 and at the same time made easy to see from every direction by alarm parts 3, helping with danger prevention.
