PURPOSE: To enable the replacement of a bobbin while fixing the end of a wire material by integrally providing a wire-material end holding means which holds the end of the wire material while advancing/retracting to and from the wire material on a take-up bobbin, on a bobbin lifter.

CONSTITUTION: After a wire material 13 is fully wound on a take-up bobbin 12, a bobbin lifter is lowered, and clamp cylinders 18 are operated to advance clamp members 20 toward the collar 12a of the take-up bobbin 12, to clamp the take-up bobbin 12. Wire-material end holding means 22, together with the clamp members 20, advance toward the wire material 13 on the take-up bobbin 12, to hold the wound-up end 13a of the wire material 13 on the wire material 13. Hence, the take-up bobbin 12 can be lifted up by means of the bobbin lifter 14 while holding the end 13a of the wire material 13, to be replaced with a new empty take-up bobbin.
