To provide a winding device and a winding method for a resin covered filament body for stabilizing winding tensile force for winding a filament body around a winding bobbin and winding it with fixed tensile force.
This winding device for the filament body 11 has dancer rollers 13a, 13b and the winding bobbin 17 for winding the filament body. It has a winding guide roller 14 guiding the filament body 11 among the winding bobbin 17 and the dancer rollers 13a, 13b. Inertia moment of the winding guide roller 14 is twice that of the dancer rollers 13a, 13b or more to stabilize winding tensile force. The winding guide roller 14 guiding the filament body 11 around the winding bobbin 17 is supported on a support shaft 21 rotated by a driving source so as to rotate and drive in order to reduce rotation resistance.
