To reduce waste paper from a web by stabilizing travel of the web at winding time, the change of a reel and hitching of the web, and eliminating loss paper of a surface and the center of the reel.
A belt 19 to support a web at winding time is nipped by a winding cylinder 11 and reel spools 12' and 12, and is guided by a roller 13 and the reel spools, and a paper reel or a paperboard reel 14 is formed in the reel spool 12'. This reel is pushed to a replacing position by the roller, and a new reel spool 12 is lowered between the roller and the winding cylinder, and a replacing device 15 is lowered on the new reel spool. The tip of the web is cut by a water nozzle, and is blown against on the new reel spool, and an adhesive is sprayed on the web on the reel 14. The tip of the web is cut simultaneously with adhesion of both edges of the web on the reel, and the adhesive expands to a uniform distance 16 from a cutting line 17, and a tail end part of the web on a completed reel is adhered and fixed.
