To provide a wiper arm allowing the setting of the presence or absence of a lock back function by selecting the locking position of a spring without changing an arm head and an arm member, and a wiper device.

This wiper arm is provided with the arm head 10, the arm member 20 rotatably connected in the direction of the erected attitude thereof, and a spring member (spring 25). The arm head 10 has locking pins 19a and 19b selectively locking one end of the spring member and a stopper surface 16 restricting the rotation of the arm member 20 by a specified rotating angle or more. The locking pin 19a is installed at a position where the rotation of the arm member 20 is restricted and a locking point C is positioned beyond a nodal point where a rotating force received by the arm member 20 is switched from in a direction close to a glass surface 2 to in a direction apart from the glass surface 2. The locking pin 19b is installed at a position where the locking point C is located at a position before the nodal point.
