To provide a stop/move function which automatically switches a wiper mode of a wiper, when a vehicle enters a stop state from a running state, through inexpensive constitution.

When a wiper switch 9 is on a low speed wiping mode position LO, since a transistor 11 is continuously turned on so as to electrify an exciting coil 10b, an electrifying passage for a wiper motor 5 is formed through contacts (c to a) of a relay switch 10a. When the vehicle is in a running state, since the charge of a condenser 13 is discharged by a transistor 14, which was turned on, a transistor 12 is put off, while the transistor 11 is held in an 'on' state. When the vehicle stops, since the transistor 14 is turned off, the condenser 13 is charged through contacts (c to a) of a scheduledposition-stop-switch 6 and while the wiper is out of the 'wait' position. Thus, the transistor 12 is turrted on, while the transistor 11 is forcibly turned off. This 'off' state is maintained until a prescribed time has elapsed after the wiper returned to the 'wait' position to start the discharge of the condenser 13.
