To quickly tie the vicinity of the terminal end of a wire rod to fix the wire rod by forming a loop, grasping the wire rod in the vicinity of the terminal end, cutting off the wire rod, passing the wire through the loop, and thereafter detaching the loop and performing pulling operation of the wire rod.
When a wire rod W wound on a bobbin B reaches required wound length and rotation of the bobbin B stops, a traverse guide 2 is moved up to the nearly center in the width direction of a bobbin body face. Next, a loop forming body 5 is revolved around the bobbin B by a revolving mechanism part 6 up to the nearly direct under the guide hole 23a of the traverse guide 2, and the wire rod W part between the traverse guide 2 and the bobbin B is hooked with a hook part 51. By further revolving the loop forming body 5, a loop part is formed, succeedingly after grasping the wire rod W in the vicinity of a terminal end, cutting off the wire rod W, and passing the wire through the loop, the loop is detached, and pulling operation of the wire rod W is performed for tying-process of the terminal end part of the wire rod W.
