PURPOSE: To prevent the wire elongation or the like at the leading end of a wire bound around a drum.

CONSTITUTION: The leading end 1A of a wire rope 1 bound around a drum 2 is guided to get over the outside to the inside of a collar 2A of the drum 2. When the wire is wound around the drum 2, the wire 1 extending from a traverser 3 toward a shell 2B of the drum 2 is placed along the inner surface of the collar 2A of the drum 2. Thus, the wire 1 is wound around the shell 2B of the drum 2 sequentially in order from the end irrespective of the position of the traverser 3. After the completion of the process of the leading end 1A of winding wire, a guide part 9 is lifted by an arm 8 to be kept away from the drum 2 so that the winding by the traverser 3 is not hindered.
